He wears a feathered hat, navy blue coat with pleated sleeves, red pantaloons, and black boots with green cuffs. His coattails form the lever to open his black bearded jaw. The GDR maker's mark on the base indicates he was made in East Germany following World War II. This vintage nutcracker is a decorative item, not recommended for cracking nuts.
